Abstract

Cost/Benefit analysis (CBA) is a decision-making tool used to systematically develop useful information about the desirable and undesiable effects of public projects. In the public sector, CBA is viewed as profitability analysis. CBA also can be used to determine whether the social benefits of a proposed public out-weight the social costs.
